100% TFS Toolkit – Promoting Compliance at Football Games

The ability to promote compliance with a 100% Tobacco-Free Schools policy is an understandable concern for people in districts that are about to go tobacco free, or who are entering their first football season as a 100% tobacco-free district.

Researchers at the University of North Carolina at Chapel Hill Tackle Smoking Project recently found that schools with a 100% TFS policy had significantly fewer instances of smoking at high school football games than schools without a 100% TFS policy. They also found that 100% TFS districts where the policy was clearly communicated to spectators had the highest rates of compliance.

UNC researchers further discovered that there is high public support for 100% TFS policies at NC football games. Overall, 76 percent of spectators interviewed at high school football games across the state said they supported a tobacco-free environment at the game. Even smokers (62 percent) said they either supported or had no opinion about the 100% TFS policy.

As noted above, clear communication of the 100% TFS policy is the most important step in ensuring compliance at athletic events. Use the checklist and links below to help promote compliance this football season.

  1. Establish a Compliance Plan and make sure your district compliance officer has ordered 100% TFS signs to place in the stadium before the season begins.
  2. Place 100% TFS signs provided by the Health and Wellness Trust Fund in prominent locations inside the stadium and at all entrances.
  3. Organize volunteers to hand out information cards, either to everyone as they enter the stadium or to violators as a non-confrontational way to communicate the 100% TFS policy.
  4. Ask the stadium announcer to remind spectators about the 100% TFS policy before every game and at least once during each quarter.
  5. Organize a Tackle Smoking team of student volunteers. The Tackle Smoking program is a fun way to gather valuable information about how many violations occur during football games. Teams of students observe and record the number of times they see someone smoking at games, the number of 100% TFS announcements made, and the number of times someone smokes near children. This information can help administrators not only identify trouble spots, but how to improve upon their compliance efforts.
